2024 pay claim
The Officers’ Side of the Soulbury Committee submitted its pay and conditions claim for the period 1 September 2024 to 31 August 2025.
The priorities of the submission are as follows:
- A pay increase of at least RPI inflation plus 5% on all pay points and allowances, which will begin to address the substantial real terms cuts which Soulbury employees have, like other public sector workers, suffered since 2010.
- Discussions to continue on the Soulbury pay structure, the role of the Soulbury Officer and London Area Payments.
In addition, the Officer’s Side proposed that the following should be considered:
- In the spine for Education Improvement Professionals, points 1-4 should be eliminated, making point 5 the first point of the spine.
- In Scale A for Educational Psychologists, points 1-3 should be eliminated, making point 4 the first point of the scale.
- Points 6-14 of Scale A are identical to points 1-9 of the scale for Senior and Principal Educational Psychologists. This overlap would be reduced if points 1-3 of the latter were eliminated, making point 4 the first point of the scale.

October 2024
2024 pay offer
The Employers’ Side of the Soulbury Committee made an offer of a
2.5% increase on all pay and allowances. The offer was rejected by the Officers’ Side and was reaffirmed by the National Employers.
February 2025
2024 pay agreement
The Soulbury Committee has reached agreement on a pay award for 2024.
The agreement is for the following:
- an increase of 2.5% on all spinal column points (SCPs) with effect from 1 September 2024.
- an increase of 2.5% on all allowances with effect from 1 September 2024.
The National Employers recommend that, if requested by an ex-employee to do so, employers should pay any monies due to that employee from 1 September 2024 to the employee’s last day of employment.
