2025 pay claim
June 2025
The Officers’ Side of the Soulbury Committee submitted its pay and conditions claim for the period 1 September 2025 to 31 August 2026.
The priorities of the submission are as follows:
- A pay increase of at least 5% on all pay points and allowances, which will begin to address the substantial real terms cuts which Soulbury employees have, like other public sector workers, suffered since 2009.
- Discussions to continue on the SPA system and London Area Payments.
In addition, the Officers’ Side welcomed that some of the changes to the pay structure proposed in the previous claim were agreed and said that local authorities should be encouraged to use the points at the top of the A&B pay scales to improve recruitment and retention of staff.

Pay offer
October 2025
On 7 October, the Employers’ Side
made an offer of:
- an increase of 3.2 per cent on all pay points with effect from 1 September 2025
- an increase of 3.2 per cent on all allowances with effect from 1 September 2025
November 2025
On 13 November, the
Soulbury Officer unions jointly rejected the Employers’ Side offer.
December 2025
On 15 December, the Employers’ Side
reaffirmed its offer of:
- an increase of 3.2 per cent on all pay points with effect from 1 September 2025
- an increase of 3.2 per cent on all allowances with effect from 1 September 2025
- Joint Secretariat discussions on reviews of the SPA System and London Area Payments
The Employers’ Side urges that the offer "
quickly forms the basis of an agreement between both Sides so that Soulbury Officers, who we recognise continue to provide such critical support to their communities, can receive a pay rise as soon as practicable."
