We understand that these significant changes are being proposed as a result of the cost sharing mechanism that is currently in place.   

Whilst this result has proved advantageous to members in this instance, we are concerned that such dramatic changes over a relatively short timeframe represents volatility that could easily swing in the other direction and lead to worsening member benefits.
