The SEND funding model must create transparency across schools, colleges, families, health and local authorities. A successful inclusive model requires sufficient funding to empower these stakeholders to work together to provide greater parity to the experience of children and young people. 

All alternative models must be evaluated and closely monitored to test the adequacy of the funding mechanism and ensure that the responsibilities of mainstream settings are deliverable. 

We welcome the intent of proposals in this consultation to eliminate pain points in the current system. However, it would be useful to understand more about how existing system intelligence has been bound in to the proposals, for example

a.    Where local authorities already utilise a cluster model to distribute SEND funding to mainstream schools
b.    Where (a) exists, how that could be used to set parameters for what a sustainable and evidenced based revised threshold might be?
